Abstract

Although three quarters of the world’s surface is covered by water, freshwater resources are quite limited. Today, based on
the annual amount of water per capita, Turkey is regarded as a country that suffers “water stress”. Inter-sectoral use of water
resources is important. In Turkey, the agricultural sector uses the majority of the annual total water resources. Therefore,
efficient use of water consumption in the agricultural sector is of vital importance. Turkey is being effected by the global
warming. Effective governance of the water resources in Turkey plays important role for the security of our country. Today,
there are important water problems in the Middle East. It is envisaged that if the water problems of the Middle Eastern countries
are not resolved then possible water wars could take place in the Middle East. Based on the literature review, the purpose of
this study is to conduct an investigation into the political economy of the water resources of Turkey. Within the scope of the
study, especially the water policies of Turkey, the possible effects of climate change and future water situation in neighboring
countries, new concepts in water policy (eg. virtual water), modern irrigation techniques which can be spread in Turkey will
be examined.
