The study is the conceptual writing of Chinese foreign policy in Cold War era. For an analytical writing,
Chinese foreing policy handled two periods; and these are named on Maoist State and Pseudo Maoist State. In
Maoist State period, Mao Zedong and his approach on communism rulled the foreign policy. In Pseudo Maoist
State, despite Cultural Revolution, pragmatism and revisionism was dominant. The governance of state had a
new framework of legitimacy policy across Mao. Foreing policy was going on a “capital based” path, while the
state ruling tradition on Maoism. This dilemma was conceptualised as Pseudo Maoist State. Article is the writing
of this historical cacophony.
