Abstract

There have occurred physical transformations and social changes in urban and rural areas in course of time. However, this measure of
the ch ange i n t he g eneral c haracter o f t he a rea c hanged w hen t he u rban i dentity p roblems a rise. At this p oint, p lanning, decisions and
practices of protection has been crucial. Because, it has been provided for these areas to both protect characteristics from the past and adapt
to contemporary needs. In this context, the role and influence of characteristics, belong to each city or each rural areas, have been discussed
in planning decisions and relationship in protection-identity (sustainability, subsidiary, naturalness) concept.
